From the top of the Arc de Triumph Bongo could see the Total Oil Company Buildings where Mr. Neil was going to meet with some French people. They looked a lot nicer than the Shell Buildings  - Bongo thinks that is why Shell is spending a lot of money making their buildings look nicer.
