Mr. Spike is English.  He is the man on the left that is giving Mr. Neil a LOT of Euros (Mr. Neil calls them "spondoolies")

Mr. Spike had to give the money to Mr. Neil because when you lose a bet, you have to pay up.  Also, when your team does not win, you don't get to wear your white shirt.

The dragon on the flag watched Mr. Spike hand over the money and was very pleased.  Mr. Spike was hoping that the OTHER dragon (Ms. Sue) didn't find out.
